The Werewolf Council (or the Werewolf Pack) is a student club exclusively for werewolves at Monster High.
The first members of the pack to be introduced are Romulus and Barkimedes, in episode "Case of the Moondays", where they deceive Clawdeen about a secret meeting. Howleen is introduced in "Part of the Pack", and is revealed to be the second in command of the council, with Romulus being the first.
