The change to give her pink skin, as well as her more multi-colored appearance in general, was done to increase the sales of her dolls. This Lagoona is technically an entirely different character, and only shares the same name as her previousgeneration counterparts due to trademark reasons.
Mattel originally considered changing her surname to either Finns, Sea, or Pink.
